Frontline Pricing Explanation - Effective July 1, 2023

Existing Subscription Frontline License Fees

  • Existing subscription costs will carry forward to the new agreement (2023-2024 school year) at their then-current Frontline annual fees for software licensing

  • Beginning with the 2024 – 2025 school year, Frontline subscription fees are subject to an annual price adjustment, not to exceed 3.5%

  • Frontline updated student counts will be pulled annually in accordance with the parameters shown below under “Calculating Student Count” and compared to the prior year's count

    -  For any individual district with a year-over-year decline in student count of more than 10%, the go-forward annual fees will be recomputed at the then-current student count and per-student rate

      -  For any individual district with a year-over-year increase of student count of more than 10%, the go-forward annual fees will be recomputed at the then-current student count and per-student rate

New Subscription Frontline License Fees

For the period of July 1, 2023 through June 30, 2028, new subscriptions will be priced using the following per-student rates:

  1. The above pricing is valid for new Student Information subscriptions with a minimum annual fee of $1,000

  2. New Student Information subscriptions sold & implemented during a school year will not have an associated subscription fee until next school year (July 1)

  3. Once a subscription cycles through its first full School Year, it will be administered in accordance with the principles detailed in the “Existing Subscriptions” section above

Calculating Student Count

Basic Information

  1. Student count is based on the previous calendar year. For example, for School Year 2023-2024, the date range used is January 1, 2022, through December 31, 2022
  2. It includes valid school days for each day within the date range, excluding summer school
  3. It reports on every active Authorized Educational Agency in the ITC for the specified date range

Student County Logic

  1. The student’s primary record for the school year is used; students will be counted in their primary building
  2. If the district Authorized Educational Agency is a public school district, the student must be reportable to EMIS
  3. If Authorized Educational Agency is not a public school district, EMIS reportable flag is ignored
  4. Student’s effective FS record (Ohio EMIS Student Standing Record) must show the student is enrolled on the day she/he is being counted:

      -  District/school admission date needs to be on or before the day being calculated

      -  Withdraw date has to be NULL or after the day being calculated

      -  If student has a “Sent to Reason” of “OE” (Open-Enrolled) and an FTE of “0” the student will not be counted

      -  If student EMIS Situation is 304 “Satellite Student at home district”, the student is not counted

      -  If student EMIS Situation is 352 “Satellite Student taught at non-JVS facility”, the student is not counted

      -  If student EMIS Situation is 357 “Attends JVS as a Satellite Student”, the student is not counted

Results

  1. For each Authorized Educational Agency, the day with the highest student count total based on the above rules is reported

  2. If multiple days have the same highest student count, only one date is selected
