BUCKEYE LOCAL BOARD OF EDUCATION MEETING

SUMMARY

The Buckeye Local Board of Education met in regular session on Monday, June 27, 2005, at 7:00 p.m. at the Administrative Offices, Dillonvale.    In attendance were Mr. Benton, Mr. DeLuca, Mr. Lollini, Mr. Moore and Mr. Zelek.  Also present were Mr. Pielech, Ms. Prebeg, and Mr. Donahue.    Minutes of previous meeting were approved as mailed.  Treasurers report was approved as mailed.   Mr. Benton gave the invocation and  Mr. Lollini  led  the Pledge of Allegiance.  Mr. Pielech introduced those in attendance. 

 

The Board acted on the following items of business at this regular meeting:

1.    Public Participation: None

2.    Adjourned to executive session for the purpose of discussing the appointment, employment, compensation of an employee and preparing for, conducting, or reviewing negotiations or bargaining/sessions with employees at 7:10 pm.  Reconvened at 8:29 pm.

 

3.    Authorized the Treasurer to revise permanent appropriations for FY 2005 and make necessary adjustments (advances/transfers) to close out current fiscal year 2005.

 

4.    Authorized the Treasurer to advertise for bids for the purchase of up to 3 buses in accordance with specifications developed by the Transportation Department.

 

5.    Approved participation with OSBA Worker’s Compensation Group Rating Program for the 2006 rating year.  The enrollment fee is $2895.00 and the projected savings is $48,242.00.

                                                                                                                                               

6.    Employed Stacey Soos as a teacher on a one-year limited contract effective August 22, 2005.  Immediate assignment to be District Music Teacher, Step 2.

           

7.    Employed Jason Merryman as an MH Teacher at BLHS on a one year limited contract effective Aug. 22, 2005, Step 6.

 

8.    Increased athletic gate admission prices effective with the 05/06 school year.  Increase will bring our gate prices in line with other area schools.

 

9.    Employed Traci Tuttle as an ED teacher at South Elementary on a one year limited contract effective August 22, 2005, at Step 1.

 

10.  Accepted the resignation of Dolly Slivinski, Head Cook at SouthWest Middle School, for the purposes of retirement effective August 2, 2005.  Mrs. Slivinski was commended for her many years of service.  She was praised as being an outstanding person who has touched many young lives during her tenure at Buckeye Local.

 

11.  Employed the following certified persons for supplemental duties as indicated for 05/06 school year:

13.  Approved the following handbooks for the 2005-06 school year:  Middle School Handbook, Coaches Handbook, and Elementary Handbook.

 

14.  Granted a continuing contract to Stephanie Lewis at the conclusion of her one year limited contract.

 

15.  Entered into an agreement with OMERESA to continue services for FY 2006, including inservice program ($100 per year) and Co-op Purchasing Program ($.26 per ADM).

 

16.  Approved the Temporary Appropriations for fiscal year 2006 as presented.

20.  Employed Allison Guisti as a Grade 2 Teacher at Northwest Elementary on a one year limited contract effective August 22, 2005, step 0.

     

21.  Accepted the resignation of Michael McKeegan as 7th Gr. Girls Volleyball Coach at SWM for the 05/06 school year.

26. Accepted the resignation of Dawn Daubenmeyer, teacher, effective August 13, 2005.

 

27.  Authorized Means, Bichimer, Burkholder & Baker to sign agreement on behalf of the Board approving payment of $3000, payable from the State Fund of the Ohio Bureau of Workers Compensation, to Ms. Ruth Nagy as settlement of all claims and potential claims as a result of her Workers Compensation related injury.

 

28.  Entered into a contract with the Jefferson County ESC for the following programs:

                  --     Alternative School

                  --     Special Education Supervisory Services - Karen Vargo, 2 days per week

 

29.  Employed Steven Popkie as a Title I Math/Reading Teacher at SouthWest Middle on a one year limited contract effective August 22, 2005, step 3.

 

Administrative Reports/Discussion Items

The Board observed a moment of silence in honor of the recent passing of two former Buckeye Local Students as a result traffic accidents.

Mr. DeLuca asked the Treasurer for the 05/06 insurance rates.  Ms. Prebeg stated that the single rate will be $317.57 and the family rate will be $894.38.  Both are under the caps established in the last negotiations.  Mr. DeLuca referenced the fact that we have seven instances where both the husband and the wife are employed by the District and both are signing up for family coverage.  In other words, they are duplicating the coverage.  The duplication of coverage is resulting in the district having to pay an additional $82,000 yearly.  Mr. DeLuca pointed out that as of July 1, no employee will be paying any thing out of their pockets through payroll deductions for health coverage.   He felt that it is a sad situation when we have teachers that are deserving of raises and the district is in need of a lot of other things that we do not have the money for and we have a few individuals who are causing an added expense of $82,000.   Mr. DeLuca moved to have a full legal interpretation both from the State Insurance Commission and also from an employers stand point so that we can begin to consider adopting a policy that will circumvent this district having to pay for two policies for the same family.  Mr. Zelek seconded the motion.  Motion carried

 

Mr. Pielech reported that the yearbooks are in and that families who had placed orders will be notified.

 

Mr. Pielech reported that the district may be forced to employ a Visually Impaired Certified Teacher to serve a local student. We are investigating all possibilities and will report any developments.

 

Mr. Pielech reported he had an estimate from Moore’s Emporium for equipment to improve the sound in the gym at the high school.  The matter was tabled because it was felt that there were more pressing issues that need to be addressed.  The part for the high school PA system has been ordered.

 

Mr. Pielech distributed a news release detailing the recent Buyout Program.  He encouraged the news media attending to incorporate it into their coverage.  The Buyout program has been successful.  It not only will save the district money but at the same time has opened employment opportunities for former BL students who wish to return to the area.  This is a creative way to increase funds but would not be economically feasible to be considered again for approximately 6 to 8 years.

 

The resurfacing of the track has been completed.  The damage caused by the flood to the ball fields has been repaired.

 

Mr. Pielech reported that he has received a projected enrollment report from the Facilities Commission as part of the facilities study they are conducting.  They have projected that the district will continue to lose population.  A meeting is scheduled for August to survey the buildings.  Currently any funding would be on a 68% to 32% ratio with the State share being 32%.  Mr. Pielech also reported that he had been contacted by an architectural firm who will also do a free study, which will be used to reinforce the Facilities study. 

 

Mr. DeLuca, who serves on the District Technology Committee, reported that the Technology Plan revision is nearly complete thanks to the hard work on the part of the Tech Committee Members.  Upon completion it will be presented to the Board for approval.
