BUCKEYE LOCAL BOARD OF EDUCATION MEETING

SUMMARY

The Buckeye Local Board of Education met in regular session on Tuesday, October 25, 2005, at 7:00 p.m. at the Buckeye Local Administration Offices. In attendance were Mr. Benton, Mr. DeLuca, Mr. Lollini, Mr. Moore and Mr. Zelek. Also present were Mr. Pielech, Ms. Prebeg, and Mr. Donahue. Minutes of previous meeting were approved as mailed. Treasurers report was approved as mailed. Mr. Benton gave the invocation and led the Pledge of Allegiance. Mr. Pielech introduced those present.

The Board acted on the following items of business at this regular meeting:

  1. Public Participation: Susan Nolan, teacher, informed the Board of a 2-year grant totaling $16000 which was awarded by the Ohio Appalachian Center for Higher Education to Northwest Elementary. This grant provides funding for career oriented programs.

    Teresa Cybulski informed the Board of a grant she was awarded totaling $20,000 from the Stage Directions Magazine to be used to enhance our performing arts program. Mr. Pielech also presented an award and a $250 gift certificate to Teresa on behalf of Stage Directions Magazine in honor of her contributions to the performing arts program at Buckeye Local.
     
  2. Recognized the following special events:
                                                                    November 14 - 20  - Youth Appreciation Week
                                                                    November 13 - 19 - American Education Week
                                                                    November 14 - 20 - National Children's Book Week
     
  3. Employed Katrina Czuchran as an Educational Aide at North Elementary as part of the Visually Impaired Unit. Position contingent upon the continued enrollment of out of district student being served.
     
  4. Increased the hourly rate for substitute bus drivers to $8.00 per hour retroactive to October 24, 2005.
     
  5. Approved the transfer of $33,664.04 from the General Fund to HB 264 Bond Retirement Fund.
     
  6. Accepted the following resignations from 05/06 supplemental duties:

  14. Authorized the Treasurer to seek bids for the heating project at West Elementary according to specifications developed by the Maintenance Department.
     
  15. Granted Carrie Contra, bus driver, an unpaid medical leave of absence beginning October 17, 2005. Such leave shall not be for more than one (1) year as per negotiated agreement.
     
  16. Adjourned to executive session for the purpose of discussing, preparing for, conducting, reviewing negotiations or bargaining/sessions with employees and compensation of employees at 8:00 pm and reconvened at 8:50 pm.

Administrative Reports/Discussion Items

We received a letter from the Indian Creek High School Principal apologizing for the inappropriate behavior on the part of some of their students at a recent football game. He stated that appropriate disciplinary measures will be taken.

Northwest Elementary has been designated as a State School of Promise for 2004 / 2005. Northwest Elementary also received a $150 donation from American Electric Power in honor of a former employee, John Rozenek and his wife Robin, who volunteer a great deal of time at Northwest Elementary.

New sound system has been installed at the High School gym.

Jeff Vinci reported that the required tri-yearly asbestos study has been scheduled for November. We do not expect any ramifications. The sidewalk at South Elementary is complete. All outdoor lighting has been upgraded at North Elementary and North Middle. Various other projects throughout the district, including painting and plaster repairs, have been or are nearing completion. Mr. DeLuca commended the Maintenance Staff on a job well done.

The School Facilities Commission has begun their evaluation of our buildings by professional inspectors. They are checking everything from lighting to structural details. A detailed study will be completed and given to the district indicating what they feel would be needed to bring our buildings up to their standards and what new buildings they feel would be needed. Cost figures would be part of the study. At the present time should we participate in a building program, Buckeye Local would be responsible for 59% of any building project expense and the School Facilities Commission would pay 41%.

A professional roof study has been completed for the High School, Northwest Elementary, and South Elementary. All three are in immediate need of repair. A report was distributed indicating projected costs. Priority items were indicated in the report. It is estimated that costs will exceed $3,000,000. The Board suggested that we investigate all possible solutions and compare the School Facilities report with the roof study results.
